Bato not a fugitive, says his lawyer

The camp of Sen. Ronald dela Rosa cried foul over the Office of the Solicitor General (OSG) labeling the lawmaker as a “fugitive” and questioned anew the legality of the International Criminal Court (ICC) arrest warrant.
